In 1991, Suzanna Hupp was eating lunch with her parents at a Luby’s Cafeteria in Kileen, Texas when a crazed gunman attacked the restaurant in what was then the deadliest mass shooting in the country. Though she had a handgun in her car at the time, she was not legally permitted to carry it on her person and she was unable to intervene as both of her parents were murdered in the attack.
She delivered this testimony to Congress while they were debating the 1994 Assault Weapon Ban and explained to them the true meaning of the Second Amendment.

Due in part to her powerful advocacy for concealed handgun laws, the Texas State Legislature passed a “shall issue” concealed carry bill in 1995, which was signed by then Governor George W. Bush.
Suzanna Hupp was elected as a representative in the Texas House of Representatives in 1996, where she served as an important voice for gun rights until she retired in 2006.
