Emerald Isle, a town along the North Carolina coast, put a temporary fishing and chumming ban in place after eight reported shark bites near the pier.

State agencies usually regulate these types of bans. The Division of Marine Fisheries is now investigating whether the town overstepped its boundaries.
Until a final decision is made, police and beach patrol will monitor the beach and pier for anyone who might be shark fishing or chumming the waters. Those caught will face a civil penalty.
